Description
The State of Oregon, through the Department of Human Services, is seeking proposals for Refugee Employment and Pre-Employment Training Services. The contract aims to help refugees and other eligible humanitarian immigrants in Oregon adapt to life and work in the U.S. Services will be provided in two distinct areas: Area 1 (Portland-Metro) and Area 2 (Salem-Corvallis-Eugene), with virtual services available statewide. The initial contract term is anticipated to be one year, with options to renew for up to five years. The scope of work includes providing Refugee Employment Services (RES) and Pre-Employment Training (PET). RES services involve intake, developing Individual Employment Plans (IEPs), job search and placement assistance, and job retention services. PET services include English as a Second Language (ESL) classes, introduction to U.S. employment, mass transit training, child care training, and career development services. Proposers must meet minimum qualifications, including at least three years of experience working with eligible populations and two years of experience providing employment services. Proposals will be evaluated based on key personnel, technical proposal, references, budget, and justification. The state encourages the participation of certified small businesses.
