Description
The City of Salem is seeking proposals for design services for the Willow Lake Water Pollution Control Facility (WLWPCF) South Secondary Clarifiers Rehabilitation Project. The existing clarifier complex, constructed around 1978, requires rehabilitation and modernization to restore operational reliability, ensure regulatory compliance, improve seismic resilience, and extend its service life by at least 30 years. This procurement is being conducted using Qualification Based Selection (QBS). Proposals must be submitted electronically through Equity Hub's Bid Locker by 2:00 PM local time on July 22, 2026. Prospective proposers can obtain solicitation documents by registering on the OregonBuys website. All objections or comments regarding the RFP specifications must be submitted in writing to Shawna Self by July 9, 2026, at 5:00 PM local time. Proposers must be licensed for architecture and/or engineering services in Oregon. The City requires Commercial General Liability Insurance coverage of $2,000,000 and Professional/Errors and Omissions Liability Insurance Coverage of $2,000,000.
