Description
The Massachusetts Office for Refugees and Immigrants (ORI) intends to accept a best value offer from the Boston Immigration Justice Accompaniment Network (BIJAN) for the Legal Representation Fund (LRF). BIJAN, a non-profit organization, will provide a hotline referral service and immediate legal representation for immigrants in bond hearings, bond appeals, and habeas petitions. These services will be provided at no overhead or administrative charges to ORI, with contract funds allocated solely for attorney costs. The estimated contract term is from July 3, 2026, to June 30, 2027, with an estimated value of $450,000 for approximately 120 immigration bond hearings, appeals, and/or habeas petitions. This amount is subject to change based on funding availability and ORI's priorities. ORI is utilizing a Due Diligence Posting to ensure a fair and competitive process. Interested and qualified non-profit organizations must submit documentation demonstrating their ability to provide comparable or better services, including expedited attorney representation, 7-day-a-week staffed hotlines with evening hours, and statewide experience. Submissions must be received by 5:00 PM on July 2, 2026.
