The Defense Logistics Agency, on behalf of the Susquehanna Post Restaurant Fund, is soliciting a single concessionaire to provide full-scope cafeteria and catering operations at two facilities: Darr’s Cafe in Building 430 and the Inflight Cafe in Building 2001. Required services include weekday breakfast and lunch, freshly prepared food and beverages, on-site catering, food safety and sanitation, staffing and management, point-of-sale and payment systems, inventory and waste handling, customer service, quality control, and facility cleaning within contractor-controlled areas. The contractor must provide all labor, supervision, equipment, tools, materials, and supplies, while paying the NAFI a monthly concession fee based on the higher of a minimum monthly guarantee or a percentage of gross sales; the government will not pay for these services. The scope also includes online ordering and self-service payment capabilities, value-priced menus, allergen management, transition continuity, and annual Turkey Day event support. Operation of the government-furnished Grill Fresh mobile food truck and 24/7 automated market services are optional. Proposals must include the completed DA Form 4069 and fee schedule, financial data, Section K representations and certifications, a concession operating plan, and business experience and past-performance information, including a five-year operating history and at least three references. The contract has a two-year base period with four two-year option periods, for a potential total duration of 10 years.
