Description
The Commonwealth of Pennsylvania, through its Department of Environmental Protection, is seeking a qualified contractor to assist public drinking water systems with developing, correcting, and submitting complete lead service line inventories. The work includes records review, visual inspections, customer surveys, evidence-based service-line categorization, resolution of inventory discrepancies, and uploading inventories through the issuing office's platform. The contractor must provide workplans, biweekly status updates, monthly meetings, community engagement, and assistance with consumer notifications and certification forms. The contractor will also help eligible water systems prepare applications for PENNVEST or other funding sources to replace lead and galvanized-requiring-replacement service lines. Services will combine virtual meetings and on-site engagement and may support up to ten eligible systems per month. The proposal requires technical, cost, Small Diverse Business, and Veteran Business Enterprise participation submissions, along with specified certifications and supporting materials. The contract is established-price, commencing on the effective date and ending June 30, 2027, with up to four additional one-year renewals.
