Description
The City of Harrisburg is soliciting a contractor to extend the previously completed Boyd Street Urban Meadow from Fulton Street to North 6th Street and implement traffic-calming measures along North 6th Street. The work includes paving, pavement milling and overlay, landscaping, installation of trees and 60-inch planters, drainage and storm-sewer improvements, ADA curb ramps, trench drains, manhole work, fire-hydrant replacement, pavement markings, speed slots, traffic control, and related roadway restoration. The scope also includes supplying lighting materials and equipment for installation by the City, including bracket arms, copper cable, LED luminaires, fuse kits, photocells, and ground rods. Bidders must submit a written scope narrative, equipment list, pricing schedule, non-collusion affidavit, insurance documentation, subcontractor and government-contract information, legal disclosure, and other required PennBid forms and attachments. The project is subject to Pennsylvania prevailing-wage requirements, PennDOT Publication 408, OSHA requirements, and applicable public-works, utility, employment-verification, and nondiscrimination requirements. At least 75% of the work must be performed by the bidder's own workforce, and a minimum of three prior contracts for similar landscaping work is required.
