Description
The Pennsylvania Municipal Retirement System is seeking professional actuarial consulting services for its municipal pension plans. The scope includes general actuarial advice; annual system-wide actuarial valuations; biennial defined-benefit-plan valuations; Act 205 demographic, financial, and reporting support; annual GASB 68 reports; five-year experience studies; cost studies for new or modified plans; actuarial assumption reviews; pension projections; disability term-cost rates; and support for annual financial reporting and Auditor General submissions. The contractor must provide qualified actuarial personnel, public-pension references, sample actuarial reports and studies, financial capability information, a detailed work plan, emergency preparedness and disaster recovery information, and a web-based actuarial modeling tool capable of projecting liabilities, assets, contributions, and benefit enhancements. The contract is fixed fee and has a five-year term beginning on the Effective Date. The proposal must include technical, cost, Small Diverse Business, and Veteran Business Enterprise participation submissions, along with the required Commonwealth forms and disclosures.
