Description
The Harrisburg Housing Authority is soliciting qualified roofing contractors to remove the existing EPDM roof and up to three underlying layers, inspect the exposed deck and framing, and install a fully adhered white 60-mil TPO roofing system. The work includes tapered insulation with positive drainage, a 1/2-inch high-density cover board, manufacturer-approved flashing and accessories, edge metal, fascia, coping, drip edge, scuppers, conductor heads, permits, disposal, cleanup, and warranties. The roofing system must be installed by a contractor authorized or approved by the manufacturer. Before removal, the contractor must arrange qualified asbestos testing and perform lead testing of disturbed painted materials, with testing costs included in the base bid. Concealed repairs and abatement require prior written authorization. Bidders must provide a proposed roofing-system description, schedule, construction duration, a unit price per 4-foot-by-8-foot sheet for authorized plywood replacement, and a completed and signed Bidder Information and Certification form. The selected contractor must complete the work within 30 calendar days after the written Notice to Proceed, while the bid submission materials state completion within 60 calendar days after the Notice to Proceed. A minimum five-year workmanship warranty and 20-year manufacturer roofing-system warranty are required. Section 3 compliance requirements and prevailing-wage requirements apply as stated in the solicitation documents.
