Description
The City of Harrisburg is soliciting bids for snow removal and deicing services at approximately 295-315 city-owned or city-maintained lots within the city limits. The contractor must provide all labor, tools, equipment, and supplies; clear snow and ice from sidewalks and ADA ramps within 24 hours after qualifying accumulation; and pre-treat sidewalks before certain non-accumulation weather events. Services include applying rock salt, deicer, or calcium chloride while protecting salt-sensitive plants and ensuring ADA ramps are cleared to the street. Bidders must provide at least three prior service contracts, a written scope narrative, equipment information demonstrating access to at least three snow blowers, shovels, and a commercial utility truck, pricing, insurance documentation, a non-collusion affidavit, subcontractor and M/W/DBE information where applicable, and lists of owned equipment and chemicals or cleaning solutions. The contract is expected to run from November 15, 2026, through April 30, 2027, with three possible annual extensions. At least 75% of the work must be performed by the bidder's own workforce.
