The City of Syracuse is establishing a qualified vendor pool of EPA-certified lead inspectors and EPA-certified lead risk assessors for its Lead Grant Program. Services include surface-by-surface, room-by-room X-ray fluorescence testing; preliminary interior and exterior lead-based paint inspections; Lead Inspection Risk Assessments; scopes of work with diagrams for remediation bidding; post-remediation clearance sampling; laboratory submission; and clearance reports with laboratory results. Reports must be provided in written and digital PDF form by email. Respondents must demonstrate relevant residential experience, experience with similarly sized communities in Upstate New York, adequate staffing and capacity, and the ability to complete sampling and reporting within required timeframes. The response must include a project approach, fee proposal, client references, professional capability information, and required disclosures and forms. The qualified vendor pool will have a four-year term from execution with two one-year renewal options, and individual work will be assigned through subsequent work orders subject to funding.
