Description
The City of Syracuse is seeking professional services to prepare and complete a reassessment of approximately 41,360 real-property parcels, excluding Roll Section 5 special-franchise property. The contractor will perform or coordinate parcel data collection and verification, sales validation, computer-assisted mass appraisal, residential, vacant, commercial, industrial, utility-land, condominium, cooperative, wholly exempt, and complex-property valuation, field review, assessment disclosure, informal review support, value-change notices, grievance and assessment defense support, and preparation of a USPAP-compliant mass appraisal report. The scope also includes project management, public information and engagement activities, training for municipal staff and assessment-review personnel, data security, GIS and RPS-compatible data deliverables, valuation documentation, mailings, quality control, and ongoing reporting. The anticipated contract is one base year with up to four additional one-year renewals by mutual agreement. The proposal must address qualifications, comparable reassessment experience, references, staffing, public-relations and training plans, quality control, data security, pricing, required disclosures, and the City's workforce-diversity and M/WBE-SDVOB requirements.
