Description
The City of Syracuse Department of Neighborhood and Business Development is soliciting applications for Program Year 53 Community Development Block Grant funding covering May 1, 2027, through April 30, 2028. Proposed programs must align with the City's 2025–2029 Consolidated Plan and may address housing rehabilitation and lead remediation, down-payment or closing-cost assistance, affordable housing development, homelessness prevention and rapid rehousing, housing-related legal and counseling services, fair housing, services for special populations, neighborhood blight and vacant-property remediation, workforce development, economic inclusion, and programming at city-owned community centers. Applicants must submit an application narrative and program budget, acknowledgments, financial and organizational documentation, matching-funds documentation, staffing and board information, insurance proof, applicable exhibits, and any program-specific supporting forms. Applications will be evaluated on organizational qualifications, program clarity and alignment, performance measures, and financial feasibility, including a 25% or greater funding match. Awards are competitive and subject to final funding availability and HUD approval; the contract period is one year beginning May 1, 2027.
