Description
The City of Syracuse is assembling a pool of EPA-certified contractors to remediate lead-based paint hazards in eligible residential and mixed-use properties within the city. Work may include coordination with property owners, tenants, inspectors, and the City; interim controls, encapsulation, and abatement; surface preparation and painting; flooring repair or replacement; specialty construction for historic properties; and lead-contaminated debris removal. Activities must comply with EPA Renovation, Repair and Painting requirements, OSHA lead standards, HUD lead-hazard guidelines, and applicable state and local requirements. A third-party contractor will perform clearance sampling. Applicants must provide valid EPA RRP firm certification, supervisor and worker certifications, adequate staffing, equipment, and supplies, relevant public-sector experience, and at least three client references. The City expects to offer approximately 30 properties for bidding during the first half of 2027, with additional properties offered during the contractor-pool period. The agreement is for four years from execution, with two one-year renewal options. Compensation will be negotiated for individual scopes and is subject to project and funding availability.
