REQUEST FOR QUALIFICATIONS COMMISSIONING SERVICES & CONSTRUCTION TESTING SERVICES Pitt County is seeking qualifications for both Owner's Construction Testing and Commissioning Services for a new 2-story 82,000 sq. ft Administration Building. Electronic Statements of Qualifications will be received by Pitt County Government, Attn.: Mr. Kenneth Brann, Assistant County Engineer, Developmental Services Building, 1717 West Fifth Street, Greenville, NC 27834, up to 3:00 p.m., Thursday, October 22, 2026, for the: PITT COUNTY ADMINISTRATION BUILDIING JKF Project No. 2024-14 In order to offer architectural, engineering, or landscape architectural services in response to this solicitation, the proposing firm must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina. The Owner will take into consideration qualification information including: Specialized or appropriate expertise in the type of project. Past performance on similar projects. Adequate staff and proposed team for the project. Current workload and Public projects awarded. Unit Price/Hourley Rate Schedule for Services. Proximity to and familiarity with the area where the project is located. Other factors which may be appropriate for the project. Proposing firms must submit a Letter of Interest and a current Standard Form 254 (SF 254) with the information package. Indicate on qualification package which service is being applied for. Required information shall be submitted electronically prior to the date and time noted above concurrently to Kenneth Brann ( ken.brann@pittcountync.gov ) and John K. Farkas, AIA ( jkf@jkf-arch.com ) . PDF format should be 8-1/2" x 11" pages. The Letter of Interest should not exceed ten (10) single-sided pages or five (5) double-sided pages plus the SF 254. Evaluation will consider specialized expertise, past performance on similar projects, proposed staff and team, current workload and public projects awarded, unit price/hourly rate schedules, and proximity to and familiarity with the project area. Respondents must submit a Letter of Interest and a current Standard Form 254; the Letter of Interest is limited to 10 single-sided or five double-sided pages, plus the SF 254. Submissions must be in PDF format on 8.5-by-11-inch pages and may not exceed 18 MB.
