Description
Clark County is seeking a consultant team to provide professional engineering and environmental permitting services for replacement of two deteriorated corrugated metal pipe culverts at the NE Allworth Road crossing of Rock Creek. The project will evaluate fish-passable culvert or bridge alternatives, meet 100-year flood and fish-passage requirements, rebuild the roadway surface, and produce a biddable and constructable set of plans and specifications. The scope includes project management and meetings; civil, traffic, geotechnical, hydraulic, geomorphic, and structural engineering; environmental documentation and permitting; wetland, habitat, archaeological, and cultural-resource investigations; hydraulic modeling and fish-passage design; stormwater and mitigation planning; construction estimates; bidding support; and design support during construction. The consultant must prepare staged plan, specification, and estimate submittals through final PS&E, use AutoCAD Civil 3D 2018 or later, and identify the prime consultant and proposed subcontractors. The solicitation is qualifications-based, and no cost or pricing is to be submitted with the proposal.
