The Washington State Department of Transportation (WSDOT) is issuing a Request for Qualifications (RFQ) for a Progressive Design-Build (PDB) contract for the Columbia River Bridge Replacement Project. The project involves the design, permitting, and construction of two new multimodal fixed-span bridges carrying Interstate 5 over the Columbia River between Vancouver, Washington, and Portland, Oregon. The scope includes reconstruction of approximately 1.5 miles of I-5, including the Hayden Island and SR 14 interchanges, construction of ten new bridges, removal of the existing bridges, toll infrastructure, stormwater treatment facilities, and utility relocations. The project is part of the larger Interstate Bridge Replacement (IBR) Program. The anticipated contract amount is between $3.3 billion and $3.9 billion. Key milestones include RFQ issuance in July 2026, RFP in October 2026, notification of highest scoring proposer in April 2027, contract start in June 2027, and start of construction in August 2028.
