Description
The U.S. Army Corps of Engineers, Portland District, Hydroelectric Design Center, is soliciting multiple Blanket Purchase Agreements for sample testing services. Contractors must provide personnel, equipment, tools, laboratory supplies, specimen machining, testing, and reports for metal coupons associated with hydropower components. The laboratory must maintain ISO/IEC 17025 accreditation and USACE Materials Testing Center validation throughout the agreement. Potential work includes chemical analysis under ASTM A751 and ASTM E1019-18, hardness, tension, and Charpy V-notch impact testing under ASTM A370, with testing requirements varying by material and call order. Contractors must generally provide test reports within 14 calendar days after receiving samples, with electronic reports due within 24 hours after test completion when directed. Optional specimen storage, small-specimen machining, and disposal of excess material may also be included. Quotes must include the completed bid schedule, proof of ISO/IEC 17025 accreditation, and a technical narrative demonstrating capability to perform the required tests.
