Description
The Port of Portland is soliciting proposals from experienced firms or teams to develop custom e-learning courses on an as-needed basis. Courses are expected to be interactive, engaging, error-free, visually professional, and compatible with the Port’s learning management systems, currently Cornerstone OnDemand using SCORM 2004 3rd Edition and transitioning to Workday. Providers must support Section 508 digital accessibility, the Port’s visual style standards, learning checks or final assessments when requested, and installation into the Port’s learning management system. Typical courses are expected to be 15–30 minutes long. Articulate 360 is preferred, although other development software may be used if it produces compliant files. The selected provider or providers will perform work through written task orders on a nonexclusive basis, with no guaranteed minimum amount of work. Proposals are evaluated on community investment, workforce development, small and local business engagement, provider qualifications and capacity, project approach, e-learning tools and Articulate 360 experience, learning management system compatibility, development process, testing and quality control, sample interactive course work, proprietary modules, proposed deviations, and rates. The Port will own custom-designed courses created under the contract. The contract may authorize up to $2,000,000 per year for five years, or $10,000,000 total, without amendment.
