Description
The United States Section of the International Boundary and Water Commission is soliciting proposals from small businesses for disposal of stockpiled sediment along the Rio Grande channel and within the Rio Grande Canalization Project. The contractor must conduct its own site investigations and quantity measurements; load, haul, and spread the sediment; and provide the experience, licenses, insurance, equipment, personnel, management, quality control, and environmental compliance required by the solicitation. Bidders may use drones, imaging systems, measurement devices, and digital geolocation tools subject to applicable permissions and security requirements. Drone users must provide the screen name, make, model, and serial number, along with the planned site date and time. The procurement is a 100% small-business set-aside, requires performance and payment bonds equal to 100% of the original contract price, and will be awarded on a lowest-price technically acceptable basis using technical approach, valid experience, and past performance. The amendment extends the offer deadline to September 14, 2026, at 3:00 p.m. Mountain Time and requires acknowledgment of the amendment.
