Description
Dona Ana County is soliciting proposals from qualified health care firms to provide integrated medical, behavioral health, dental, pharmacy, emergency, addiction, and ancillary health care services for male and female detainees at the Dona Ana County Detention Center. The contractor must establish and maintain a comprehensive program meeting NCCHC, ACA, and PREA standards, including clinical staffing, mental health and crisis-intervention services, dental care, medication management, discharge planning, electronic medical-record support, and coordination and initial payment of off-site care as specified. Addendum No. 2 requires the offeror to acknowledge receipt of the addendum and submit a letter from its bonding company verifying current service-contract bonding capacity. Addendum No. 3 provides operational and historical information, including inmate populations of 588 in 2023, 672 in 2024, and 699 in 2025; confirms use of Beacon JMS and Saphire systems; and clarifies responsibilities for staffing, credentialing, information technology, electronic medical records, medication-assisted treatment, pharmaceuticals, emergency transport, and off-site services. The proposal deadline remains September 15, 2026, at 10:00 a.m. local time, and a $1 million performance bond is required.
