Description
Indiana University is soliciting proposals for pyrotechnics and special effects services to support their Bloomington Athletics events. The selected vendor will be responsible for planning, permitting, staffing, equipment, installation, operation, teardown, and coordination with various university departments and external officials. Services may be required for various venues including football, basketball, volleyball, and soccer events, and may include pyrotechnics, flame effects, CO2 cannons, and temporary structures. The vendor must possess all required federal and state licenses and clearances, including a Federal Explosives License and Indiana Department of Homeland Security permits. Compliance with applicable life-safety and operational standards, such as NFPA codes, is mandatory. Demonstrated experience of at least fifteen years in providing high-risk pyrotechnic and special effects services for large-scale events is strongly preferred. The vendor must also meet Indiana University's insurance requirements, with limits of not less than $3,000,000 USD. Proposals must include detailed pricing per game and per effect category, a description of the company's capabilities, relevant certifications, a sample Safety Management Plan, and three client references. The selection criteria, in order of importance, are: ability to meet technical specifications and scope of work, compliance with safety and regulatory requirements, price and overall cost competitiveness, acceptance of Indiana University's terms and conditions, and references and past performance.
