Description

The State of North Carolina, through the Department of Health and Human Services' Division of Mental Health, Developmental Disabilities and Substance Use Services, is seeking vendors to supply and ship intranasal and intramuscular opioid antagonist medications within North Carolina. The procurement is intended to support opioid-overdose prevention and response efforts and may include separate awards for one or more line items or distinct products. Vendors may bid on one, some, or all line items. Intranasal products must meet the specified two-dose, ready-to-use configuration and dosage limits; intramuscular products must meet the applicable product specifications, quality, safety, and regulatory requirements. Products must have at least 18 months of shelf life at shipment and include the manufacturer's standard warranty. The awarded vendor must provide FOB-destination delivery to valid North Carolina shipping addresses, order processing, shipment management, tracking, reporting, customer service, recall support, and coordination with a State-retained third-party contractor. Technical assistance is separately priced and capped at 5% of actual product purchases. The addendum confirms that subcontracting requires prior written State consent, that vendors may submit complete independent alternate proposals, and that the State may make separate awards by line item or product. Vendors must demonstrate at least two years of relevant U.S. manufacturing and assembly experience and high-volume distribution experience, provide references, descriptive literature and certifications, and submit the required proposal documents, forms, attachments, and signed addendum.
