Description

The Biomedical Advanced Research and Development Authority (BARDA), within the U.S. Department of Health and Human Services, seeks multiple contractors for the continuation of its Vaccine Medical Countermeasures program for pandemic influenza and emerging diseases. Contractors must provide vaccines, antigens, and adjuvants; produce influenza vaccines and other pandemic-potential products; support commercial-scale manufacturing, storage, stability, formulation, filling, labeling, packaging, shipping, analytical testing, nonclinical and clinical studies, validation, technology transfer, manufacturing enhancements, and regulatory readiness. Offerors must furnish qualified personnel, materials, equipment, and facilities, with U.S. facilities preferred, and must support FDA submissions and related analytical, nonclinical, clinical, and chemistry, manufacturing, and controls data. Eligibility requires production of influenza vaccines or vaccines against influenza strains with pandemic potential and successful influenza vaccine manufacturing experience demonstrated by a U.S. influenza vaccine license or submission of a Biologics License Application. The Government anticipates multiple awards under a 120-month IDIQ vehicle with firm-fixed-price, firm-fixed-unit-price, cost-reimbursement, and hybrid task orders. Amendment 0001 extends the proposal deadline to November 20, 2026, at 5:00 p.m. Eastern Time; offerors must respond for all available manufacturing platforms, and pricing for all periods is fixed at award with escalation priced into the proposal.
