This Request for Expressions of Interest is for information-gathering purposes only and does not constitute a procurement or commit the New York City Housing Authority to a future contract. NYCHA is seeking responses from entities interested in providing mattress and box-spring collection, hauling, recycling, and, where recycling is not feasible, disposal services for its mattress recycling program. Respondents may propose recycling, hauling, or both services, including models such as a professional services contract, license agreement, revenue-generating arrangement, or no-cost partnership. The anticipated program would collect materials from NYCHA shipping containers at developments throughout the five boroughs, with expected annual volumes increasing from approximately 7,906 mattresses in 2026 to 14,452 in 2029. Potential providers should address operational capacity, fleet and facility capabilities, recycling and disposal processes, pricing or cost-reduction models, service coverage, and applicable licensing, including New York City Business Integrity Commission trade-waste-hauler licensing and New York State Department of Environmental Conservation facility registration requirements.
