Description
Yuba County is seeking proposals from for-profit and nonprofit housing developers for projects in unincorporated Yuba County serving residents earning no more than 120% of Area Median Income. Eligible uses include predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing, including accessory dwelling units. At least $156,605.60 must support ownership housing, and PLHA funds may support no more than four rental units for the entire project. The available funding is $391,514, consisting of $212,182.50 from 2022 PLHA funds and $179,331.50 from 2023 PLHA funds. Funding will be provided as fully deferred, low-interest gap financing secured by a promissory note, deed of trust, and regulatory agreement, with a 55-year affordability term. Proposals must include qualifications, project and site information, a development schedule, a detailed 15-year and 30-year development pro forma, community outreach and inclusion information, and an operations plan. The submission also requires proof of insurance, proof of ability to provide payment and performance bonds, and specified certifications and declarations. New construction, acquisition/rehabilitation, and rehabilitation-only projects have different completion and lease-up deadlines tied to the funding award.
