Description
This is a Sources Sought Notice issued by the VISN 2 Contracting Office in Albany, NY, for market research purposes. The Department of Veterans Affairs (VA) is seeking information on contractors capable of providing comprehensive Patient Assisted Parking Services exclusively at the main entrance of the Samuel S. Stratton VA Medical Center, located at 113 Holland Ave, Albany, NY 12208. The services are intended to begin on October 1, 2026. The contractor will be responsible for providing parking lot attendant services, ensuring continuous coverage during operating hours (Monday-Friday, 7:00 a.m. to 3:00 p.m.), with the highest volume of veteran arrivals between 8:00 a.m. and 12:00 p.m. This includes direct interaction with veterans and their caregivers, requiring respectful and professional customer service. The contractor must provide all necessary labor, supervision, materials, equipment, and supplies, including a podium, lockboxes, an app-based claim-check system with a paper backup, walkie-talkies, cones, and uniforms. The contract is anticipated to have a one-base-year period of performance followed by four option years. The VA is assessing the viability of setting aside this requirement for specific socio-economic categories, including Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Women-Owned Small Business (WOSB), HUBZone, 8(a), and small business. Interested parties are required to submit a capability statement detailing their ability to meet the requirements, examples of similar work performed, SAM UEID number and address, point of contact, and socio-economic status. The NAICS code for this requirement is 812930 with a size standard of $47 Million.
