Description
The City of Albany is seeking a qualified Contractor to provide professional municipal debt collection services. The primary objective is to recover uncollected code enforcement fines, which have amounted to over $1.5 million since 2017. The services required include reviewing and evaluating judgments, investigating debtor assets, developing collection strategies, issuing demand letters, and pursuing legal enforcement remedies such as bank restraints and judgment liens. The contractor will be responsible for managing an inventory of approximately 700-1000 judgments and collection matters. Reporting on collection activities and recoveries will be required every six months. The contract period is from August 1, 2026, to July 31, 2028, with two one-year extension options at the City's discretion.
