The San Francisco Department of Public Health is soliciting bids for non-emergency wheelchair-accessible transportation for patients and residents of Zuckerberg San Francisco General Hospital, Laguna Honda Hospital, and Department-operated or contracted clinics. Services include hospital discharges, outpatient and specialty-care visits, dialysis and other diagnostic visits, non-emergency inter-facility transports, return-to-home trips, urgent same-day trips, and behavioral-health and specialty-clinic transportation. Contractors must provide door-to-door escort and mobility assistance, wheelchair securement, bariatric transportation capability, dispatching, trip-status communications, incident reporting, vehicle and driver compliance, and required operational, performance, and usage reports. Vehicles must include ADA-compliant lifts or ramps, four-point wheelchair securement systems, GPS, passenger restraints, first-aid kits, and at least one vehicle with a 600-pound lift capacity. Drivers must hold valid California commercial driver's licenses, have at least three years of wheelchair-vehicle experience, maintain specified certifications and medical documentation, pass background and driving-record checks, and complete required training. The solicitation anticipates three awards, with a five-year initial term and five one-year options; quantities are indefinite and as needed. Bidders must submit the required questionnaire and references, LBE form, bid sheet, and applicable minimum-qualification documentation through the designated supplier portal.
