Description
The Office of Community Investment and Infrastructure is seeking a qualified nonprofit or for-profit housing developer and multidisciplinary development team to plan and deliver an affordable residential rental project on a 0.8-acre site. The target is approximately 100 high-quality units, primarily one-, two-, and three-bedroom homes, with a limited number of larger units. The project will serve very low- and low-income families and Preference Holders, with affordable units targeted up to 60% of Area Median Income and an average affordability level at or below 50% of Area Median Income. The proposed unit mix must average at least 2.5 bedrooms per unit and address parking and bicycle-parking requirements. The applicant team must include a community partner, lead architect, property manager, and workforce and contracting action plan lead. Proposals will be evaluated on development concept and design vision, team experience and capacity, financing and feasibility, ability to house Preference Holders, diversity and inclusion, schedule, resident experience, and compliance with workforce and small-business participation goals. The selected applicant will be expected to pursue applicable predevelopment and gap financing, conduct Preference Holder engagement and outreach, and comply with project-area workforce and contracting policies, including 50% small-business participation and 50% local-hire goals. Electronic proposals are due October 8, 2026, followed by three hard copies due October 9, 2026.
