Description
The City University of New York is seeking a New York State-licensed certified public accounting firm to provide comprehensive audit and tax services under a five-year contract. The scope includes audits of consolidated University and senior college financial statements under GAAS, GAAP, and GASB; a Uniform Guidance compliance audit; internal-control evaluations and management letters; tax-return preparation and filing, including Federal Form 990-T and New York State Form CT-13; tax guidance; and related reporting, presentations, training, and financial-statement assistance. Proposers must demonstrate substantial public higher-education audit and tax experience, including at least ten higher-education engagements, five public higher-education engagements, and specified current or recent engagements. Services will be performed at CUNY campuses and Central Office, with portions permitted remotely with prior approval. The proposal must include three separately labeled PDF volumes: required forms, a technical and management proposal, and a price proposal. Supplier-diversity participation goals are 30% for New York State-certified MWBEs and 6% for New York State-certified SDVOBs, with good-faith efforts required.
