Description
The City of Meriden is seeking a qualified external consultant to conduct an end-to-end audit of motor vehicles owned or operated by residents but registered outside Connecticut, unregistered locally, or otherwise omitted from the municipal Grand List. The contractor will collect and analyze public and proprietary data, investigate potential cases, document findings for the Assessor, maintain an investigative database, prepare correspondence, review taxpayer documentation, recommend assessment adjustments, and assist with appeals, legal proceedings, and testimony when requested. The contractor must provide personnel, equipment, software, databases, investigative services, a secure review portal, and structured monthly or quarterly data exports compatible with the City's assessment software. Deliverables include vehicle and owner information, valuation data, verified addresses, and sighting details. The contractor will coordinate with City officials, provide monthly progress reports, maintain records under applicable Connecticut requirements, and support the Assessor while the Assessor retains sole authority over taxability and assessment decisions. Pricing may be contingency-based, based on validated vehicles, or a hybrid. The initial term is one year with up to four one-year extensions, and the proposal must include company experience, at least five Connecticut municipal references, methodology and software, staffing and schedule, compensation, sample reports, proof of insurance, and required submission forms.
