Description

The Department of War Innovation Unit's CLASS ACT pilot program seeks nontraditional defense contractors without existing facility clearances, as well as qualified investors, whose capabilities, technologies, or investment activities align with Department of War priority topics. Selected participants may receive an Other Transaction for Prototype Project agreement, a bailment agreement, or both, and will receive support in pursuing a Top Secret facility clearance. Prototype participants should expect at least $2,500 for their efforts, while bailment agreements provide no monetary compensation. Applicants must submit a white paper of no more than five pages, plus a title page and any citations. Capability or technology providers must address capability alignment, technology readiness, company viability, manufacturing readiness where applicable, leadership, national-security traction, cybersecurity posture, foreign ownership/control/influence, and related certifications and disclosures. Investor applicants must address investment rationale, leadership and investor information, national-security activity, foreign ownership/control/influence, available capital, assets under management, investment strategy, relevant investments, and national-security impact narratives. Capability applicants must meet stated thresholds including a minimum TRL of 7, at least $10 million in equity financing, at least $2 million in annual revenue, and qualifying national-security traction; investor applicants must have at least $100 million in available non-adversarial capital and an average $5 million investment size in companies supporting U.S. national security. Submissions must be made electronically through the designated DIU website in response to a specific topic area and may not exceed CUI, with proprietary information clearly marked.
