Description
Lucas County is soliciting a single turnkey, performance-specification design-build proposal for repairs to the inoperable Chiller #1 at the Juvenile Justice Center. The base scope includes replacing the evaporator heat exchanger, reconnecting and commissioning condenser-coil refrigerant piping, replacing electrical control components, updating sequences of operation, performing preventative maintenance and functional testing, filling the system with hydronic fluid and refrigerant, and integrating the equipment with the existing building automation system. The contractor must coordinate with the County's Master Systems Integrator and the authorized Daikin service provider, Thermalnetics. The work also includes related electrical and operational-technology upgrades, including rewiring ACU-1 for emergency-generator power, installing a UPS panel for chilled-water plant controls, and providing design, installation, controls, wiring, testing, balancing, commissioning, permits, and closeout documentation. Alternates cover five years of extended chiller-plant maintenance with annual renewals, VFD communications components, replacement controllers for eight VAV boxes, and complete replacement of Chiller #1. Proposals must include a lump-sum price, technical documentation, major equipment information, and an expected project schedule. Prevailing-wage, Davis-Bacon, project labor agreement, background-screening, occupied-facility coordination, and bonding requirements apply.
