Description
The City of Toledo is requesting proposals from prequalified licensed appraisers and project managers qualified under the Ohio Department of Transportation’s right-of-way acquisition services list. The selected consultant will provide appraisal review services and project management for individual parcels associated with upcoming City projects requiring additional right-of-way. Potential deliverables include Value Finding Format reviews, Value Analysis reviews, before-and-after appraisal reviews, appraisal scoping checklist reviews, and related project management. The proposer must submit an itemized fee proposal, including activities, fees, anticipated hours or total fees, and miscellaneous expenses, with compensation not to exceed $30,000. The response must address organizational qualifications, similar experience, familiarity with applicable Toledo, Ohio, federal, Federal Highway Administration, and ODOT requirements, workload, project understanding, schedule and staffing, fees, disadvantaged business enterprise participation, and other relevant attributes. Electronic submission through the City’s PlanetBids portal is required, along with the specified City paperwork, signed professional services contract, insurance and workers’ compensation certificates, title insurance underwriting proof or verification, and other required forms.
