Description

Montgomery County is soliciting proposals from one contractor to finance, design, construct, operate, and maintain a processing system for municipal solid waste. The system must process municipal solid waste delivered to the Shady Grove Processing Facility and Transfer Station, separate recyclable materials such as metals, cardboard, paper, plastics, and glass, and divert organics including yard trim, food scraps, and non-recyclable paper through composting, anaerobic digestion, or other acceptable recycling methods. The contractor will provide and maintain the processing equipment, coordinate with the County's disposal contractor, manage residuals, market recovered commodities, and meet proposed diversion and reporting requirements. The public-private partnership requires the contractor to finance design and construction, provide an implementation schedule and system layout, obtain required permits, maintain operations and safety plans, and provide financial assurance, insurance, and performance and payment security. The initial contract term is 20 years, with up to five one-year renewals. The County will compensate the contractor through a per-ton processing fee and may consider proposed revenue-sharing or other economic terms. The solicitation states that there is no incumbent contractor or County staff currently performing the specific requested services.
