Description
The United States Coast Guard Navigation Center requires a contractor to review Government-furnished port and waterway inventory data, cross-reference each item against authoritative Coast Guard and Harmonized Waterways sources, and produce a standardized, publication-ready national geospatial dataset for approximately 525 ports and waterways. Each item must be represented by a valid polygon or approved multipart polygon and associated with the responsible Captain of the Port, required identifiers, names, attributes, source lineage, and quality-assurance status. The work includes source-data review, inventory crosswalks, methodology and schema development, a representative pilot, national dataset production, topology and geometry validation, decision-register maintenance, incremental production packages, metadata, data dictionaries, validation records, and final delivery in an Esri File Geodatabase and GeoJSON using WGS 84/EPSG:4326, with supporting CSV or Excel exports and editable Microsoft Office and PDF documentation as required. The requirement excludes software development, system hosting, operations, and production deployment. It is a firm-fixed-price contract with one six-month base period; performance may be conducted at the contractor's facilities, and no on-site visits are required.
