Description
The City of Midland seeks a single qualified prime contractor to provide USGS Quality Level 1 airborne LiDAR acquisition, fully classified point-cloud products, bare-earth and surface elevation models, one-foot contours, intensity imagery, ground-control documentation, flight-line data, and accuracy and methodology reports for a 390-square-mile acquisition boundary. The LiDAR must meet specified density, accuracy, coordinate-system, leaf-off acquisition, classification, and ArcGIS Enterprise compatibility requirements. The scope also includes impervious-surface mapping for the full area and parcel-level attribution for 67,455 City parcels, delivered in ESRI geodatabase, GeoTIFF, and CSV formats as applicable. Required outputs include AOI and parcel data packs, parcel impervious-area calculations, reports, metadata, quality-control documentation, project-management deliverables, and final closeout documentation. This is a one-time capital purchase with no recurring subscription, platform, or licensing fees. Core LiDAR and impervious-surface processing must be performed in-house unless the City gives prior written approval for subcontracting.
