Description

The Department of Services for Children, Youth, and Their Families, Division of Youth Rehabilitative Services, is seeking qualified providers for low-level supervision, case management, compliance monitoring, and community-based support for youth primarily adjudicated on misdemeanors and non-violent felonies, as well as youth involved with Youth Wellness Court or Truancy Court. Services may be proposed statewide or for New Castle, Kent, and/or Sussex Counties. Required activities include individualized service planning, family engagement, referrals and resource coordination, court and school support, psychoeducational programming, community-service coordination, progress reporting, outcome tracking, and discharge planning. The solicitation also requires Dual Status Youth Program support, including coordinating and facilitating multidisciplinary meetings, preparing youth and families, leading collaborative planning sessions, issuing summary reports, conducting follow-up, supporting steering committee activities, providing training and awareness activities, maintaining records, collecting data, and collaborating on program improvements. Addendum 1 clarifies that bidders must propose appropriate contact frequency, supervision intensity, psychoeducational dosage, caseloads, and service models; most Dual Status Youth meetings may be virtual, but some will require in-person attendance. Mental health, substance-use, tutoring, and other specialized services may be referred to and coordinated with community providers. The addendum also reports average monthly active cases of 35 in New Castle County, 9 in Kent County, 16 in Sussex County, and 1 out of state, with approximately 9 statewide referrals per month. Three professional references are required. Proposals may use unit-cost or cost-reimbursable pricing; cost-reimbursable proposals require the completed 12-month budget form, salary detail, and budget narrative.
