Description
The Alabama Department of Mental Health is soliciting proposals from qualified public or private provider organizations to develop and operate an Intermediate Care Facility for individuals with intellectual and developmental disabilities. The selected provider will operate the facility exclusively for adults, primarily serving individuals with complex behavioral, psychiatric, medical, or legal-system-related needs who require more intensive services than can reasonably be provided in a home- and community-based setting. The state will provide the physical facility infrastructure at the Mary Starke Harper Center B-Wing, while the provider will deliver continuous active treatment, habilitative and clinical services, staffing, emergency response, behavioral and medical support, risk management, security, utilities, housekeeping, food service, information technology, pharmacy and laboratory coordination, transportation for off-site care, and required regulatory compliance. The provider must obtain applicable certification and licensure, enroll with Alabama Medicaid, maintain required financial and cost-reporting systems, and submit a proposal containing a cover sheet, organizational profile, program description, implementation plan, timeline, and sustainable budget.
