Description
Correctional Service of Canada intends to award a 19-month contract for Indigenous Elder services supporting Indigenous offenders at the Sainte-Anne-des-Plaines Complex and Federal Training Centre. Services include individual and group counseling, traditional teachings, spiritual services and healing ceremonies, support for offenders' correctional plans, and possible escorted temporary absences by agreement. The Elder must also advise institutional staff and management on Indigenous spirituality, cultural practices, ceremonies, traditional medicines, sacred grounds, and related protocols; participate in case conferences; provide information for offender progress documentation; and provide regional or national advice when requested. Monthly summaries of tasks and hours are required. Interested suppliers must submit a statement of capabilities demonstrating community recognition as an Elder or Cultural Advisor, at least five years of relevant experience within the prior ten years, ceremonial and counseling expertise, and knowledge of traditional-medicine protocols. The procurement is restricted to Indigenous suppliers under the Procurement Strategy for Indigenous Business, except that this restriction does not apply to individuals who are Elders. Personnel requiring access to protected information or sensitive worksites must hold Reliability Status.
