Description
The City of Ontario is requesting proposals from qualified consulting engineering firms to prepare a preliminary design report and provide professional design services for the Pure Water Ontario Advanced Water Purification Facility. The project will advance a recycled-water purification facility intended to produce up to 4,500 acre-feet per year for groundwater recharge in the Chino Basin. The preliminary design will address membrane filtration, reverse osmosis, ultraviolet disinfection with advanced oxidation, facility and pipeline layouts, injection and monitoring wells, brine disposal, regulatory coordination, cost estimating, and implementation scheduling. The scope includes project management and quality assurance/quality control, a preliminary design report at approximately the 30% design level, interagency and Bureau of Reclamation Title XVI support, and optional pilot-study/demonstration-facility and additional services. Proposals must include an executive summary, table of contents, proposer identification, staffing resources, fiscal stability information, experience and technical competence, proposed work approach, fee proposal, insurance information, litigation history, other requested information, certification of proposal, and appendices. The technical proposal and mandatory fee proposal must be submitted as PDF files through PlanetBids, along with a completed Non-Collusion Declaration; individual electronic files may not exceed 100 MB.
