Description
Alameda County Probation Department seeks a contractor to provide comprehensive youth telephone services for Alameda County Juvenile Hall and Camp Wilmont Sweeney. The scope includes correctional-grade telephones and related hardware, installation using existing infrastructure, connectivity, software, maintenance, technical support, security, training, reporting, call recording and monitoring, restricted and unmonitored call controls, analytics, cybersecurity, disaster recovery, and a leave-behind data solution. Calls must be provided at no cost to youth or recipients, and the system must support secure administration, accessibility, call tracking, recording retention, and confidential attorney communications. The contractor must submit an implementation plan, disaster recovery and backup plan, telephone photographs and model information, relevant experience, three comparable references, a description of proposed services, and required County response materials and pricing. Attendance at the mandatory site visit is required; proposals from bidders who do not attend will be disqualified. The contract is planned for three years with an option for two additional years, and the transition, installation, testing, and training must be completed before September 30, 2027.
