Description
The Housing Authority of the City of Los Angeles is soliciting proposals for a qualified answering service to provide live, multilingual telephone answering for residents' maintenance requests. The selected provider must operate 24 hours per day, seven days per week, including holidays; provide English and Spanish service plus interpretation for other languages; enter work orders directly into the Authority's business system; dispatch after-hours emergency maintenance staff; and support callers with hearing or speech impairments. The estimated workload is approximately 16,000-18,000 answering minutes and 3,200 work orders per month, including approximately 200 after-hours emergency dispatches. The scope also requires a dedicated toll-free number, call recording retained for at least one year, monthly Microsoft Excel analytics, unique operator email addresses for system access, an emergency contingency plan, secure two-way SMS notifications with escalation and delivery logging, confidentiality and data-protection controls, and quality-control procedures. Proposals must include qualifications, staffing, technical approach and work plan, pricing, Section 3 documentation, required forms, and supporting materials such as resumes and proof of insurance.
