Description

The City of Roseville Environmental Utilities Department is soliciting proposals for design-assist construction of the Pleasant Grove Wastewater Treatment Plant Electrical Power System Capacity Expansion Project. This is a competitive negotiation for design-assist services, construction, procurement, project administration, submittal management, startup, testing, commissioning, operator training, asset management, and closeout. The project includes a new electrical building with 12-kilovolt medium-voltage switchgear, two 2,500-kilowatt standby generators, 15,000-gallon double-walled diesel fuel tanks, motor control equipment, transformers, variable-frequency drives, instrumentation and controls, PLC/SCADA integration, HVAC, plumbing, fire protection, and related civil, structural, architectural, mechanical, and electrical work. It also includes a second 12-kilovolt utility service, approximately 1,700 feet of duct bank and conductors, modifications to existing electrical buildings and emergency-generation equipment, a plant drain pump station, site and utility improvements, demolition, and phased construction while maintaining continuous wastewater treatment operations. The proposal deadline is October 28, 2026, at 6:00 p.m. Eastern Daylight Time. Attendance at the September 22, 2026, mandatory pre-proposal conference and job walk was required. The solicitation requires technical and cost proposals, a guaranteed maximum price, a California Class A contractor's license, Department of Industrial Relations registration, qualifying project experience, prevailing-wage compliance, payment and performance bonds, insurance, and specified certifications and acknowledgments.
