Description
Kern Council of Governments seeks professional human resources and legal consulting services to review its personnel manual, salary schedule, job descriptions, and organizational structure. The consultant will assess current policies and practices, compare compensation and organizational structure with similar public agencies and metropolitan planning organizations, identify legal-compliance and policy issues, and recommend updates aligned with agency goals and best practices. The scope includes reviewing compensation, benefits, leave, work schedules and telecommuting, evaluations, promotions, discipline, accommodations, harassment and discrimination, and other personnel policies, including mandates effective January 1, 2027. Expected work includes management coordination, a written report of methodology and findings, draft revisions to relevant personnel documents, editable electronic deliverables, and presentation of final recommendations and draft revisions at a board meeting. Proposals must include a cover page, qualifications and key personnel, relevant experience, at least three client references, and a proposed scope, schedule, billing approach, and contingency request. The proposal is limited to 10 pages plus appendices, with a 25-page total maximum.
