Description
The Federal Bureau of Prisons is seeking a contractor to operate a Residential Reentry Center for male and female federal offenders and provide related home confinement services. The scope includes up to 25 in-house beds—20 for males and 5 for females—and up to 15 home confinement placements, with home confinement locations within 150 miles of the RRC. The contractor must provide personnel, management, equipment, supplies, facility operations, resident supervision, case management, programming, employment assistance, transportation support, food services, medical coordination, drug and alcohol testing, electronic monitoring, reporting, and 24/7 resident coverage in accordance with the March 2022 Residential Reentry Center Statement of Work. The requirement is a new expansion rather than a replacement of current services. It is an indefinite-delivery, indefinite-quantity contract with firm-fixed unit prices, intended to combine both line items under one provider. The stated structure is a one-year base period plus four one-year option periods. The contractor must perform at least 70 percent of the contract requirements using employees compensated directly by the contractor and may not subcontract more than 30 percent.
