Description
The Federal Bureau of Prisons is soliciting proposals for residential reentry center services for male and female federal offenders within the city limits of Bakersfield, California, together with home confinement services within 150 miles of the RRC facility. The requirement includes up to 25 in-house beds—20 for males and 5 for females—and up to 15 home confinement placements. Services must follow the March 2022 Residential Reentry Center Statement of Work and include offender accountability, case management, programming, employment assistance, community-resource coordination, facility operations, food and medical services, transportation support, monitoring, testing, reporting, and related correctional services. The Government intends to award both line items to a single provider. The solicitation is for a firm-fixed-unit-price, indefinite-delivery, indefinite-quantity contract with a one-year base period and four one-year option periods, plus a potential six-month extension under FAR 52.217-8. The facility must be operational within 120 days after award. Proposals must be submitted in three separate PDF volumes: Technical/Management, Business, and Past Performance. The solicitation requires extensive site, community-relations, facility, environmental, cybersecurity, business-management, and past-performance documentation, including five relevant contracts performed within the past three years. The solicitation also requires direct performance of the services and compliance with federal, state, and local facility, zoning, safety, staffing, and security requirements.
