Description
The California High-Speed Rail Authority seeks a licensed Private Patrol Operator to provide unarmed, on-site security services 24 hours a day, seven days a week. The contractor must staff three shifts with two guards per shift and conduct vehicle and foot patrols, including hourly perimeter checks, parking-area and building inspections, access-point monitoring, incident response, and written reporting. Guards must be registered with California’s Bureau of Security and Investigative Services; the contractor must provide patrol vehicles, uniforms, flashlights, and communication equipment. Firearms are prohibited on the property. Bidders must document at least five years of experience providing continuous unarmed security services on at least two comparable contracts. The agreement runs from November 1, 2027, or the later date of Department of General Services approval, through October 31, 2029, with an Authority option to extend for 12 months. The solicitation sets participation goals of 25% for small businesses, including a 3% microbusiness goal, and 3% for disabled veteran business enterprises. Bids must include the required checklist items and be submitted by mail or hand delivery in a sealed package.
