Description
The California Department of Public Health, Center for Laboratory Sciences, is seeking a staffing agency to provide ten California-licensed Clinical Laboratory Scientists for a maximum three-year term. The proposed staff must be fully committed and available at bid submission, hold California Generalist or Specialist licenses, and provide resumes and proof of licensure with the bid. The contract requires continuous coverage of all ten positions, with three full-time equivalents assigned to Richmond and seven to Los Angeles; staff must work onsite when not conducting inspections. Approximately 60% of the workload will involve field inspections, with the remainder consisting of reporting, quality assurance, administrative work, technical assistance, compliance activities, and related laboratory and regulatory support. Travel throughout California and, for Los Angeles-based staff, out of state may be required, with authorized travel reimbursed separately from the $7 million ceiling. The solicitation is a new procurement and will be awarded as a single contract to the lowest responsive and responsible bidder based on net cost after applicable state preferences and incentives. The maximum contract value is $7,000,000 over three years, excluding travel reimbursement. Bidders must submit ten qualified staff resumes and licenses, a technical response, cost worksheet, references, insurance documentation, business and licensing documentation, and required certifications and forms. Hard-copy bids are required; electronic submission is not accepted. The bid deadline is October 27, 2026, at 3:00 p.m. Pacific Time.
