Description
Muskegon County is seeking a qualified staffing firm to provide temporary personnel on an as-needed basis to approximately 20 County departments. The awarded contractor will employ the temporary personnel, handle payroll taxes, workers’ compensation, required reporting, screening and testing costs, credentials, timecards, replacements, weekly invoicing, and monthly usage reporting. Staffing needs are primarily clerical but may include additional classifications and specialized roles; assignments may be onsite, hybrid, or remote depending on department and role requirements. The County does not guarantee a minimum volume of work and may use other vendors if the awarded contractor cannot fill a request. The proposal must address the County’s staffing requirements and provide pricing for the six core classifications in the proposal summary, including markups, premium rates, testing costs, and benefits information. Appendix C provides additional pay and bill-rate pricing for classifications that may support County and cooperative purchasing needs. Respondents must demonstrate at least five years of government staff augmentation experience, provide at least three relevant references, complete the required certifications and pricing materials, submit a W-9 and certificate of insurance with the proposal, and acknowledge all addenda. The contract is for three base years with two one-year renewal options, and the County expects a single award, subject to its evaluation process.
