Description
Multnomah County’s Department of Community Justice seeks providers for short-term out-of-home shelter and residential services for youth ages 12–19 involved in the juvenile justice system. The program is intended as an alternative to detention and to support youth transitioning from detention to home or another community provider. The anticipated service level is one to two beds per day, with an average stay of 14–30 days; payment is per bed per day at a rate to be negotiated. Funding and assigned service levels are not guaranteed. Services include a safe, supervised residential setting with room, board, meals, transportation, and 24-hour supervision. Providers must coordinate with youth’s families, schools, treatment providers, and justice staff; support education; provide at least five hours of weekly skill-building activities and two to three recreational opportunities per week; and deliver culturally responsive services. The solicitation seeks one or more contracts, generally for five years, potentially with renewal options up to five years. The stated five-year term is general; the specific contract term will depend on the award.
